Military Interstate Children’s Compact Commission
In 2006, the Department of Defense Office of Personnel and Readiness, in cooperation with the Council of State Governments and National Center for Interstate Compacts, drafted the Interstate Compact on Education Opportunities for Military Children to address some of the education challenges transitioning children of military families encounter.
Currently, the 50 states and the District of Columbia (D.C.) are members of the Compact, and the Department of Defense is ex-officio, non-voting member of the Commission.
An interstate compact is an agreement among states to abide by a specific set of administrative rules regarding a specific concern or issue – in this instance, the interstate transfer of military, school-aged youth attending public and Department of Defense schools worldwide. While the Compact is not exhaustive in its coverage, it addresses key issues encountered by military families: eligibility, enrollment, placement, and graduation. The goal of the Compact is to replace the widely varying policies affecting transitioning military students.
